Recently, the National Assembly has just signed and promulgated the Library Law 2019 with many notable new points.

Organizations, individuals, and community groups have the right to establish libraries when they meet all the conditions listed in Clause 1, Article 18 of Library Law 2019 and other relevant legal provisions, specifically:
- Defined objectives and service targets;- Information resources suitable for the library’s functions, tasks, and service targets;- Facilities and equipment to ensure the library's operation;- Library staff with appropriate professional skills and expertise;- The library's legal representative has full civil act capacity.
Notably, for libraries established under the enterprise model, the establishment shall follow the provisions of this Law, the law on enterprises, and other relevant legal provisions.
Additionally, the Law stipulates that for libraries that are public service providers, the authority, procedures, and processes for establishing the library shall follow the legal provisions on public service providers. For libraries not under this category, the authority, procedures, and processes for establishing the library shall follow the provisions of law governing the establishment of the library’s managing agency or organization.
