What Are the Penalties for Screening Offensive Films to Children?

Spiderman and Frozen Elsa are familiar animated characters loved by many children; however, recently, images of these characters have been altered into content that is inappropriate for children and offensive to many parents.

Animated characters like Princess Elsa, Spiderman, Joker, Superman... who step out from animated shows that are beloved by children around the world with light-hearted content, humorous and fun situations appropriate for children's age. However, one day, a movie titled "Nguoi Nhen va Nu Hoang Bang Gia" (the English title is Spiderman Elsa) appeared, attracting hundreds of millions of children. It was unintentionally discovered to contain some content unrelated to the storyline, nonsensical, non-educational, and worse, it included several sensitive, obscene, and inappropriate images: characters dressed revealingly, numerous scenes of violence, blood, romance, etc.

The misuse of beloved animated characters to create offensive content with irrelevant storylines is a negative act, which adversely affects children, should be condemned and strictly punished.

According to the provisions of Article 8 of Decree 159/2013/ND-CP, the publication and broadcasting of information with inappropriate content for viewers is a violation of the law and may be subject to the following penalties:

- A fine ranging from 5,000,000 VND to 10,000,000 VND for any of the following acts:- Posting, broadcasting false information causing serious impacts;- Detailed description of obscene acts, chopping, killing, horrifying accidents in news, articles, photos;- Posting, broadcasting news, articles, photos inciting obscenity, nudity, improper exposure, not in line with Vietnam's cultural norms;- ...- A fine ranging from 20,000,000 VND to 30,000,000 VND for any of the following acts:- Posting, broadcasting false information causing very serious impacts;- Posting, broadcasting information inciting violence, obscenity, depravity.- A fine ranging from 70,000,000 VND to 100,000,000 VND for any of the following acts:- Posting, broadcasting works that have been banned from circulation or confiscated;- Posting, broadcasting information detrimental to national interests or causing national disunity.
