Decree 37/2014/ND-CP stipulates that specialized agencies under the People's Committee of districts, urban districts, district-level towns, and provincially-governed cities have the following duties and powers:

- Submit to the district-level People's Committee decisions, directives; long-term, five-year and annual plans; programs, measures to organize the implementation of state administrative reform tasks within the domain of state management assigned.- Organize the implementation of legal documents, planning, and plans after approval; disseminate, propagate, and educate the law on fields within the management scope assigned; monitor law enforcement.- Assist the district-level People's Committee in performing and taking responsibility for evaluating, registering, and issuing various permits within the responsibility scope and authority of the specialized agency as stipulated by law and as assigned by the district-level People's Committee.- Assist the district-level People's Committee in state management of collective economic organizations, private businesses, associations, and non-governmental organizations operating in the fields managed by the specialized agency as stipulated by law.- Provide technical and operational guidance in the management domain of the specialized agency to officials in communes, wards, and commune-level towns (referred to collectively as commune-level).- Organize the application of scientific and technological advancements; build information systems and archives serving state management work and the professional operations of the district-level specialized agencies.- Perform periodic and ad-hoc information, reporting on the implementation of assigned tasks as stipulated by the district-level People's Committee and relevant sector management departments.- Inspect the sectors and domains under their responsibility to organizations and individuals on the implementation of legal regulations; resolve complaints and denunciations; prevent and combat corruption and waste as prescribed by law and assigned by the district-level People's Committee.- Manage the organizational apparatus, job positions, staffing, official rank structure; implement salary policies, rewards, discipline, and professional training and development policies for officials within the management scope as prescribed by law and as assigned by the district-level People's Committee.- Manage and take responsibility for the finances of the specialized agency as stipulated by law and as assigned by the district-level People's Committee.- Perform other duties as assigned by the district-level People's Committee or prescribed by law.
