The Ministry of Culture, Sports and Tourism recently issued Circular 16/2018/TT-BVHTTDL specifying the professional standards for referees, supervisors, facilities, equipment, and specialized staff of enterprises organizing horse racing activities for betting business purposes.
To be specific, Circular 16 stipulates that a horse race must have at least 09 referees, with specific duties of the referees as follows:
- Head referee: Assigns tasks to the members of the Referee Committee; decides on the disqualification of racing horses before the race; makes final decisions of the Referee Committee; signs and sends to the Race Supervisory Board the minutes to determine the race results.- Weighing referee: Weighs jockeys before the start of the race and after the end of the race; draws lots for the starting gate positions for jockeys and racing horses; identifies racing horses; signs the minutes determining the results of the task performed.- Starting referee: Guides racing horses to the starting position; checks the equipment of jockeys and racing horses; gives the start signal for the race; supervises the return of racing horses and jockeys to the weighing area after the race finishes; signs the minutes determining the results of the task performed.- On-track referee: Supervises and detects violations of the Racing Code by jockeys and horses; signs the minutes determining the results of the task performed.- Finish line referee: Determines the finishing order of each racing horse; signs the minutes determining the results of the task performed.- Secretary referee: Compiles, signs, and sends the minutes determining the results of the tasks performed by the referees to the head referee.
