Vietnamese Citizens Can Delegate Other Agencies to Submit Passport Application Dossiers

Circular 29/2016/TT-BCA was issued by the Ministry of Public Security on July 06, 2016, stipulating specific regulations on the delegation of the submission of applications for the issuance, amendment, and supplement of passports.

Circular 29 prescribes that Vietnamese citizens who wish to authorize an agency, organization, or enterprise to submit an application for the issuance, modification, or supplementation of passports and receive the results, proceed as follows:

- Officials and public employees working in state agencies, public service providers; officers, non-commissioned officers, soldiers, and workers serving in People's Army and People's Police units authorize their respective agencies or units;- Officials and staff of political - social organizations, social - professional organizations at central and provincial levels authorize their respective organizations;- Officials, teachers, staff, students, and pupils working and studying in universities, colleges, professional secondary schools, and vocational schools authorize their respective schools;- Persons with a labor contract of 01 year or more working in enterprises with legal entity status authorize their respective enterprises;- Persons who have signed contracts with enterprises engaged in sending workers to work abroad authorize their respective enterprises;

Additionally, Circular 29 also stipulates for enterprises:

- Persons with a labor contract of 01 year or more working in enterprises with legal entity status authorize their respective enterprises;- Persons who have signed contracts with enterprises engaged in sending workers to work abroad authorize their respective enterprises;

Before submitting the application for the authorizer, the enterprise must send the legal entity dossier to the Immigration Management Department, including:

- A certified copy or photocopy of the following documents: establishment decision of the enterprise (if available), enterprise registration certificate, if there is no certification, the original must be presented for check and comparison;- An introduction letter of the seal and the signature sample of the legal representative of the enterprise;- For enterprises engaged in sending workers to work abroad, the dossier must include additional documents from state labor management authorities allowing the execution of labor supply contracts signed with foreign partners;

Note that the submission of the above-mentioned legal entity dossier is done only once, if there is any change in the dossier content, the enterprise must send a supplementary dossier.
