Training Program and Organization of Second Degree Programs

To be specific, Circular 10 stipulates that the curriculum for the second degree in the teacher education group is designed according to modules that integrate knowledge, skills, professional attitudes, and other related factors into a cohesive whole. Each module contains objectives, content, teaching methods, and a system of tools to assess learning outcomes, maintaining relative independence within the overall training program. At the same time, it ensures the coherence between subjects, courses, and contents of the training program as well as between different levels of education. The framework program for the second degree in the teacher education group is approved by the National Appraisal Council and is uniformly used nationwide across teacher training institutions.

Teacher training institutions, based on the framework program for the second degree in the teacher education group approved by the National Appraisal Council, design detailed training programs for disciplines within the teacher education group and implement the second-degree training in teacher education at their institutions.

Learners may register for individual modules, several modules, or the entire set of modules in the second-degree training program for the teacher education group. Upon completing each training module, learners receive a certificate of completion from the training institution. Once all modules in the second-degree training program for the teacher education group are completed, learners are awarded graduation recognition and a second-degree diploma at the university or college level in the teacher education group, corresponding to the content, discipline, and training method of the program.

The organization and implementation of the training program to issue a second-degree diploma in the teacher education group follow the existing regulations on university and college level training in the teacher education group issued by the Ministry of Education and Training.
