Three Principles of Sampling for Gold Circulating in the Market for Inspection Purposes

The content is mentioned in Circular 22/2013/TT-BKHCN regulating the management of measurement in gold trading and the quality management of jewelry and fine arts gold circulating in the market.

Circular 22/2013/TT-BKHCN stipulates 03 principles for sampling to serve the inspection and examination of jewelry and fine art gold circulating in the market as follows:

- Sampling is conducted when goods show signs of not ensuring quality or upon complaints and accusations. The sampling method must be considered and decided in accordance with the purpose, requirements, and ensure objectivity and transparency;- The samples taken must be sufficient for testing the indicators as required by the testing method specified in Appendix I of this Circular. If the product consists of multiple detachable parts, a sample unit must include all constituent parts of the product when purchased, sold or exchanged;- When sampling, the inspection and examination agency must make a sampling record (according to Form 1a.BBLM specified in Appendix II of this Circular). The sampling record and sample sealing must be confirmed by authorized representatives of the relevant parties and witnesses (if necessary).

Note: In case the representative of the organization or individual from which the sample is taken does not sign the sampling record, seal the sample, the inspection, and examination agency shall clearly state in the record “the establishment representative does not sign the sampling record, seal the sample”. The sampling record, sample sealing with the signature of the sampler and the head of the inspection team, remains legally valid.

In addition, Circular 22/2013/TT-BKHCN also stipulates the principles for sampling to serve the testing of organizations determining gold content as defined by these testing organizations.
