Recently, the Ministry of Transport issued Circular 07/2013/TT-BGTVT regulating the management, operation, and exploitation of the driver's license information system.
According to the provisions of Article 9 of Circular 07/2013/TT-BGTVT, when operating the driver's license information system, the driver training institution has the role of receiving paper dossiers and creating electronic dossiers, sending or transmitting data to the Department of Transport (the direct management body of the driver's license information system at the local level) or the Directorate for Roads of Vietnam (the direct management body of the driver's license information system at the central level). Simultaneously, they are responsible for the accuracy and legality of the electronic dossiers sent or transmitted to the Department of Transport or the Directorate for Roads of Vietnam.

Also according to Circular 07/2013/TT-BGTVT, the driving test center, when operating the driver's license information system, is the entity that receives data regarding plans, test lists, compiles and stores data on test results as prescribed. They send or transmit test result data to the local entity that directly manages the driver's license information system as prescribed and are responsible for the accuracy of the test result data.
