The Ministry of Transport's Duties and Authority in Managing Transport Infrastructure

The Ministry of Transport is an agency of the Government of Vietnam, performing the function of state management over road, railway, inland waterway, maritime, and aviation transportation within the entire country; state management of public services according to legal regulations.

Duties and Powers of the Ministry in Managing the Infrastructure of Road, Railway, Inland Waterway, Maritime, and Aviation Transport are as follows:

  1. Direct the organization and implementation of planning and development plans for the transport infrastructure system as approved by the Prime Minister of the Government of Vietnam.
  2. Issue construction standards (excluding standards for urban transport infrastructure) and regulations for managing transport infrastructure within their authority; regulate the maintenance, usage management, and exploitation of transport infrastructure nationwide; direct and inspect the organization of maintenance to ensure the technical standards and regulations of the transport infrastructure network currently under the ministry's management.
  3. Perform the duties and powers of the speciajlized management ministry for the programs and projects of transport infrastructure construction investment; announce the list of projects calling for investment and the forms of investment in transport infrastructure as prescribed by law.
  4. Submit to the Government of Vietnam regulations on the protection corridor range for inland waterway routes, road traffic safety corridors, and railway traffic safety corridors as prescribed by law; direct and inspect the People's Committees at all levels in implementing measures to protect traffic safety corridors.
  5. Announce and direct the organization of the opening and closing of airports and airfields and the establishment of air routes after obtaining permission from the Prime Minister of the Government of Vietnam; decide on the temporary closure and reopening of airports and airfields; announce the opening and closing of seaports, dry ports, sea port water areas, maritime lanes, inland waterway ports and terminals with foreign watercraft access, inland waterway routes, railway stations, railway routes, and railway level crossings as prescribed by law.
  6. Organize the registration and issuance of Airport Registration Certificates according to the provisions of the law.
  7. Organize the management of airport and airfield exploitation works as prescribed by law.
  8. Submit to the Government of Vietnam regulations on the classification, naming, or numbering of roads and technical standards for road levels; decide on the classification and adjustment of the national highway system; specifically guide the naming and numbering of roads.
