Technical Documentation Serving the Connection of the National Database

Accordingly, Circular 13 stipulates that the governing agency of the national database is responsible for developing and issuing technical documents for connecting and extracting data from the national database.

The technical documents for connecting the national database shall be issued in one of the following forms:

- National technical standards;- Technical regulations.

The technical documents for connecting the national database must be issued before the national database construction project is accepted and put into operation. For national databases that have been operated before the effective date of this Circular, the governing agency of the national database is responsible for developing and issuing technical documents for connections within 12 months from the effective date of Circular 13.

At the same time, Circular 13 also stipulates the publication of documents as follows:

- For documents describing the technical specifications regarding addresses, connection interfaces; data provision services; interface functions between systems; encryption, security, and other technical technologies; and other documents related to connection parameters to be provided to the system governing body at the time of accepting the connection request;- The documents stipulated in Article 7 of Circular 13 must be sent to the Ministry of Information and Communications for unified management;- The documents stipulated in Article 7 of Circular 13, except for the documents describing technical specifications regarding addresses, connection interfaces; data provision services, etc., must be posted on the electronic portal of the governing agency of the national database after issuance.
