Tasks and powers of the Institute of Labor Science and Social Affairs of Vietnam (latest)

On June 12, 2024, the Ministry of Labor - Invalids and Social Affairs of Vietnam issued Decision 756/QD-BLDTBXH on the regulation of the functions, tasks, powers, and organizational structure of the Institute of Labor Science and Social Affairs of Vietnam.

Position and functions of the Institute of Labor Science and Social Affairs of Vietnam

Based on Article 1 of Decision 756/QD-BLDTBXH in 2024, the Institute of Labor Science and Social Affairs of Vietnam (hereinafter referred to as the Institute) is a public career unit serving the state management function of the Ministry of Labor - Invalids and Social Affairs. It has the function of basic research, strategic research, policy research, and applied research; assisting the Minister in organizing and managing scientific research activities and the application of scientific research results in the fields of labor, people with merits, and society as regulated by law.

The Institute is a public scientific and technological organization under the Ministry of Labor - Invalids and Social Affairs; it is directly managed by the Ministry of Labor - Invalids and Social Affairs and the state management of science and technology under the Ministry of Science and Technology; it operates according to the Law on Science and Technology and other relevant regulations.

The Institute has legal personality, its own seal, and accounts as regulated by law, with its headquarters located in Hanoi.

The international trading name of the Institute is the Institute of Labor Science and Social Affairs (ILSSA) for short.

Tasks and powers of the Institute of Labor Science and Social Affairs of Vietnam

According to Article 2 of c in 2024, the mission and powers of the Institute of Labor Science and Social Affairs include:

- Developing and submitting to the Ministry the plan for science and technology development, long-term and annual research plans in the fields of labor, people with merits, and society; organizing and implementing them after approval.

- Organizing basic research, strategic and policy research, and applied research in the fields of labor, people with merits, and society.

- Providing information, analysis, and forecasting in the fields of labor, people with merits, and society.

- Organizing surveys and statistics; organizing conferences, seminars, and scientific discussions domestically and internationally to serve scientific research related to the state management fields of the Ministry.

- Managing scientific research work, scientific and technological activities of the Ministry; organizing consultancy, identification, selection, and appraisal of budgets, signing contracts for the implementation of scientific and technological tasks at the Ministry level.

- Performing the permanent mission of the Ministry's Scientific Council.

- Acting as a focal point to assist the Ministry in conducting research and applying scientific and technological advances in the fields of labor, people with merits, and society.

- Participating in the development of strategies, plans, 5-year plans, and target programs in the fields of labor, people with merits, and society; participating in scientific critique and research evaluation of draft laws, programs, plans, projects, policies, and scientific research and technological works.

- Organizing or collaborating in training Ph.D. degrees in specialized fields in the fields of labor, people with merits, and society when permitted by law.

- Participating in training and fostering officials and public employees in the fields of labor, people with merits, and society as regulated by law.

- Cooperating in scientific research with domestic and foreign agencies and organizations, international organizations, non-governmental organizations in the fields of labor, people with merits, and society as regulated by law and by the Ministry.

- Organizing activities such as services, consultations, and scientific research in accordance with the specialized field and capacity of the unit as regulated by law.

- Carrying out regular and ad-hoc reporting work as regulated by law.

- Managing public employees, finances, assets, and allocated budgets as regulated by law and the Ministry's management hierarchy.

- Performing other tasks as regulated by law and assigned by the Minister.
