Support Rates for Healthcare Costs in Special Areas

Circular 02/2018/TT-BTC was issued by the Ministry of Finance on January 2, 2018, to specifically stipulate the financial support levels for medical activities in special areas.

Circular 02 stipulates the level of financial support for medical activities in areas with special conditions that require the maintenance of hospitals and clinics. To be specific:

- The cost for initial investment and provision of equipment is capped at a maximum of VND 300,000,000 per clinic with less than 10 beds; VND 400,000,000 per clinic with 10 to less than 20 beds, and VND 500,000,000 per clinic with 20 or more beds.

- Operating expenses for active hospitals and clinics:

- Ensure salary according to rank, health insurance according to rank, and allowances for medical staff, based on the actual expenses of the previous year of the unit to determine the guarantee level for the following year (including medical staff operating in Production Teams as per the current state regulations in remote and isolated areas).

- The cost of purchasing medicine for medical examination and treatment for the public in units stationed in difficult-to-reach areas far from the district medical center is based on actual expenditure but not exceeding VND 70,000,000 per year for clinics with less than 10 beds, VND 80,000,000 per year for clinics with 10 to less than 20 beds, and VND 100,000,000 per year for clinics and hospitals with 20 or more beds.

- For newly established hospitals and clinics: the level of regular financial support is based on the estimated operating expenses of the unit and approved by the competent authority.

- The determination of the level of regular financial support for the operation of hospitals and clinics can refer to and apply the operating expenses of similar medical facilities of the same type and scale in the unit's area.

Additionally, Circular 02 also stipulates that the Ministry of Defense approves the list of hospitals and clinics under state-owned enterprises eligible for this support.
