The State Bank of Vietnam has recently issued Circular 27/2017/TT-NHNN amending and supplementing Circular No. 03/2013/TT-NHNN regarding the credit information activities of the State Bank of Vietnam.
Circular 27 has expanded the entities eligible to access SBV's credit information. Specifically, the current entities eligible to access this information include:
- State management agencies accessing credit information products for direct use in their professional activities such as inspection, supervision, investigation, prosecution, trial, judgment execution; social investigation, statistics, and other purposes.- Units under SBV accessing credit information products for SBV’s state management requirements.- Credit institutions, foreign bank branches accessing credit information services for customer acquisition, assessment of customers' repayment ability, credit risk management, and other banking operations.- Voluntary organizations accessing credit information services for customer evaluation and other purposes.- Borrowing customers accessing credit information services to check their own information and for other purposes.- Apart from the entities specified above, any organization or individual accessing credit information services about borrowing customers must have the customer's written consent.- Foreign credit information organizations are allowed to access credit information products about enterprises, including publicly disclosed information in accordance with the law, based on memoranda of understanding, cooperation agreements, and service contracts signed with CIC.
