The Ministry of Finance recently issued Circular No. 13/2018/TT-BTC providing guidance on the management and use of state budget funds to ensure the work of international treaties and international agreements.
According to Circular 13, expenditures for the work of international treaties and international agreements include the following:
- Expenses for organizing domestic conferences, travel expenses for officials on domestic business trips; foreign business trips; night work, overtime work expenses;- Expenses for reviewing domestic documents and reviewing, and compiling statistics on international treaties, international agreements, organizing the review of international treaty documents, and international agreements;- Translation expenses; expenses for receiving foreign delegations to work in Vietnam;- Expenses for building and operating the international treaties database of Vietnam located at the Ministry of Foreign Affairs;- Expenses for issuing copies of international treaties; duplication and printing costs; expenses for purchasing and collecting documents, etc.;- Expenses for propaganda and dissemination of international treaties, and international agreements;- Financial contributions according to international treaties and international agreements as per the financial contribution level;- Specific policies and expenditure levels with other particular characteristics.
