According to the provisions of the Ordinance on Commune Police 2008, the Government of Vietnam uniformly administers state management over Commune Police; the Ministry of Public Security is responsible to the Government of Vietnam for performing state management over Commune Police. So, specifically, how are the responsibilities of the Ministry of Public Security defined?
According to the provisions of Article 21 of the Commune Police Ordinance 2008, the Ministry of Public Security has the following responsibilities:
- Submit to the Government of Vietnam for promulgation or promulgate within its authority and organize the implementation of legal normative documents relating to the Commune Police;- Specifically regulate and direct the implementation of the deployment of officers and non-commissioned officers of the People's Public Security to assume various positions within the Commune Police;- Regulate programs, content, and duration as well as organize training in politics, law, and professional skills for the Commune Police;- Direct and guide professional operations for the Commune Police; regulate the quantity and type, and guide the management and use of weapons, support tools, and equipment for the Commune Police;- Direct, guide, and inspect People's Committees at all levels regarding the management, building of the Commune Police force, ensuring operational conditions for the Commune Police, and implementing various policies for the Chief, Deputy Chief, and members of the Commune Police;- Inspect, conduct audits, resolve complaints, and accusations; award and handle violations in accordance with the law; suspend, annul within its authority or recommend competent authorities to suspend, annul those regulations about Commune Police that contradict legal provisions.
