Circular 19/2018/TT-BGDDT was issued on August 22, 2018. One of the notable contents in this document is the regulation on the evaluation standards for preschools achieving Level 4. So, what are these specific standards?
According to Article 22 on the regulations for quality assessment and national standard recognition for preschools issued with Circular 19/2018/TT-BGDDT, a preschool achieves Level 4 when it ensures the regulations in Section 3, Chapter II of the Regulations and the following provisions:
1. The school develops the Early Childhood Education Program of the Ministry of Education and Training based on effectively referencing and applying the advanced educational models and methods of countries in the region and the world; the education program promotes the comprehensive development of children, appropriate for the age and conditions of the school and local culture.
2. At least 90% of teachers meet the professional standards at a good level, of which at least 40% meet the professional standards at an excellent level; for schools in disadvantaged areas, at least 80% meet the professional standards at a good level or higher, of which at least 30% meet the professional standards at an excellent level. The quality of the teaching staff meets the guidelines and strategic direction for building and developing the school.
3. The schoolyard and play area for children meet or exceed the standards according to the Vietnamese Standards on preschool design requirements; there are indoor and outdoor play corners and activity areas for children to explore and experience, helping them develop comprehensively.
4. 100% of the school's facilities are constructed solidly. There is a psychology counseling room. The school is fully equipped with modern facilities to support the nourishment, care, and education of children. There is a dedicated area for children's physical development, where 02 (two) sports suitable for preschool children are organized.
5. In the 05 consecutive years up to the evaluation period, the school completes all the objectives according to the school's development guidelines and strategy.
6. In the 05 consecutive years up to the evaluation period, the school has 02 years of outstanding educational results and other activities compared to schools with similar socio-economic conditions, recognized by competent authorities and the community.
