The Ministry of Finance has just issued Circular 02/2017/TT-BTC guiding the management of non-business environmental protection funds.

The central budget is responsible for covering expenses related to the development and adjustment of strategies, plans, technical processes, technical guidelines, economic-technical norms, environmental technical standards, programs, and projects on environmental protection under the tasks of the Central Government; constructing, appraising, and announcing regional and national environmental protection planning; activities for appraising strategic environmental assessment reports; appraising other tasks as stipulated by environmental protection laws, funded by the environmental non-business funding source and under the responsibility of the Central Government; supporting national, inter-provincial environmental pollution control activities, inter-provincial river basin pollution control; supporting waste management tasks, assessing inter-provincial pollution sources; supporting environmental pollution treatment projects approved by competent authorities; supporting inspection and examination of the implementation of environmental protection laws under the Central Government's responsibility and by decision of competent authorities; providing charter capital for the Vietnam Environment Protection Fund as decided by the Prime Minister,…
Local budget expenditures are similar to those of the central budget but are confined within the local level.
The expenditure level for performing environmental protection tasks and projects follows the current financial spending standards and policies prescribed by competent state authorities.
Additionally, this Circular provides detailed maximum spending levels for certain tasks. Specifically: the framework and maximum spending level for task and project formulation ranges from 1 million VND to 5 million VND/task; project and task review meetings (if any) range from 150,000 VND to 500,000 VND/person; obtaining written evaluations of projects from experts and managers is set at 500,000 VND/article (up to 5 articles); investigations and surveys range from 50,000 VND to 500,000 VND/sample.
Regarding contract labor expenses for supporting environmental protection tasks, the Circular stipulates: at the district level, a maximum of 1.5 times the basic salary coefficient for level 1 official category A1, and at the commune level, a maximum of 1.5 times the statutory pay rate as regulated by the State.

Circular 02/2017/TT-BTC is effective from February 22, 2017, and replaces Joint Circular 45/2010/TTLT-BTC-BTNMT of the Ministry of Finance - Ministry of Natural Resources and Environment guiding the management of environmental non-business funds, Joint Circular 01/2008/TTLT-BTNMT-BTC of the Ministry of Natural Resources and Environment - Ministry of Finance guiding the estimation of environmental protection tasks under the environmental non-business funding source.
