Specialized reports are interim, final, or comprehensive reports that assess and forecast the situation of criminal activities under the investigative authority of the investigative agency.
must report special topics in the following cases:
- According to the set work program and plan;- When there is a prominent situation or an evaluation of the implementation results of a work policy deemed necessary to summarize and conclude on special topics in each specific field of combating and handling crimes;- When requested by the National Assembly, the Standing Committee of the National Assembly, the President, the Government of Vietnam, the Prime Minister of the Government of Vietnam, the Chairman of the Judiciary Committee of the National Assembly.
Clause 3, Article 10 of Decree 128/2017/ND-CP stipulates that the contents of special topic reports include:
- Basic situation and circumstances related to the special topic;- Results of tasks performed according to the special topic (based on the situation's characteristics, work programs, plans, and directives from higher levels); assessment of strengths, weaknesses, causes, and lessons learned in directing and implementing;- Situation forecast;- Policies and measures to continue implementation;- Proposals and recommendations.
Report recipients: Ministries and central authorities stipulated in Clause 1, Article 2 of Decree 128/2017/ND-CP shall prepare special topic reports to be sent to the National Assembly, the Standing Committee of the National Assembly, the President, the Government of Vietnam, the Prime Minister of the Government of Vietnam, the Chairman of the Judiciary Committee of the National Assembly, with a copy sent to the Ministry of Public Security to assist the Government of Vietnam in monitoring and managing criminal investigation work.
