Athletes, coaches, and sports referees participating in national sports associations are managed in accordance with the provisions of Article 10 of Circular 01/2013/TT-BVHTTDL, specifically as follows:

- National sports federations and associations are responsible for creating management records of the status and verifying the status of athletes, coaches, and sports referees under their authority, in accordance with the regulations of the corresponding international sports organizations, and reporting to the General Department of Physical Training and Sports for monitoring and inspection.- The General Department of Physical Training and Sports guides national sports federations and associations in developing training programs, professional development, political and ideological education, and establishing professional ethical rules for athletes, coaches, and sports referees to submit to the Minister of Culture, Sports, and Tourism for review and approval.- Based on the standards for ranking athletes, coaches, and referees of a sport issued by the Minister of Culture, Sports, and Tourism, national sports federations and associations organize the evaluation and ranking of athletes, coaches, and referees of that sport.- Annually, national sports federations and associations are responsible for reporting to the General Department of Physical Training and Sports regarding the ranking of athletes, coaches, and referees of Vietnamese sports by national sports federations and associations as well as international sports organizations.
