- Reviewing, adjusting, or abolishing regulations, rigid and formal standards, which fail to promote creativity and initiative at all levels of educational institutions, no longer suitable to reality, leads to achievement disease in education.
(3) Departments of education and training develop detailed plans and direct the effective implementation of the General Education Program in 2018, focusing on promoting positivity, initiative, creativity, and knowledge application; encouraging the spirit of self-reading and self-study, creating a basis for learners to update their knowledge and skills, develop their capacity, and improve themselves.
Directing and guiding the renovation of the teaching and learning subjects of Ethics, Citizenship Education, Youth Union and team activities. Building school culture associated with political and ideological education; arousing the spirit of emulation in learning and training; fostering dreams, ambitions, wills, and aspirations to rise up and establish a business; educating pupils and students to form the capacity to perceive and evaluate cultural and traditional values through cultural and artistic works; consciously assimilate and preserve the historical and traditional values of the Vietnamese nation.
(4) Diversification of content, methods, and forms in teaching and cultural activities, arts, and sports to meet the needs of all members to enjoy spiritual and cultural values, creating a spillover to the social community. Organizing cultural, sports, and entertainment activities suitable to the cultural characteristics of ethnic groups, regions.
(5) Concentrating on and resolutely carrying out the tasks of cadre work "in promoting the building and rectification of the Party and the political system;
