Selection Council and Evaluation Board for Implementation Task Funding

Circular 08 stipulates that the Selection Council, directly assigned to carry out national-level science and technology tasks, is established by decision of the heads of ministries, central authorities, and local authorities and has the following characteristics:

(1) The Council consists of 07 to 09 members, including a chairman, vice-chairman, 02 reviewers, and other members. The Council members are science and technology experts, economic experts, or experienced managers from industries, sectors, and enterprises expected to benefit from the results of the national-level science and technology tasks. Reviewers are experts with experience and specialized knowledge in the field under consideration;

The heads of ministries, central authorities, and local authorities shall base on the content of the science and technology tasks to determine the number of members and the composition of the Council;

(2) For complex science and technology tasks or those with specific requirements, the heads of ministries, central authorities, and local authorities can determine a different number and composition of the Council from the provisions stated above;

(3) Individuals in the following cases are not allowed to be Council members:

- Individuals who register as project managers or participate in the implementation of the national-level science and technology tasks;- Individuals from organizations registered to lead the national-level science and technology tasks.

(4) Experts and reviewers who have participated in the advisory Council for determining national-level science and technology tasks are given priority to participate in the Selection Council, directly assigned for corresponding national-level science and technology tasks.

Circular 08 also stipulates the Appraisal Team for national-level science and technology task funding (hereinafter referred to as the Appraisal Team) established by the decision of the heads of ministries, central authorities, and local authorities with the following characteristics:

- The Appraisal Team consists of 05 members, including: The Team Leader is the leader of the mission management unit of the Ministry, sector, or locality; 02 members are representatives of the state management units on planning and finance, of which 01 member is the Deputy Team Leader of the Appraisal Team; 01 member is the chairman, vice-chairman, or reviewer of the Selection Council, directly assigned by the head of the ministries, central authorities, and local authorities;- For complex, specific, or specially required national-level science and technology tasks, the heads of ministries, central authorities, and local authorities may decide on a different number and composition of the Appraisal Team from the provisions stated above.
