Salary Classification for Commune-level Officials and Employees According to the Latest Regulations in Decree 34/2019/ND-CP

To be specific:, in Clause 2 Article 1 of Decree 34/2019/ND-CP amending Point c Clause 1 Article 5 of Decree 92/2009/ND-CP, it is stipulated that communal officials receiving pensions or labor loss allowances in addition to their existing pensions or labor loss allowances will receive 100% of the level 1 salary (an increase from the previous 90%) of the held position and are not required to contribute to social insurance (BHXH) or health insurance (BHYT).

Additionally, after a period of 5 years (60 months), if the assigned tasks are completed without any disciplinary action during this time, the communal official will receive 100% of the level 2 salary for their position.

Furthermore, this Decree also supplements regulations regarding salary classification for communal officials who have changes in educational qualifications. To be specific:

- For those who have changes in educational qualifications suitable for their positions and are approved for training by the competent managing or employing authority, their salary shall be classified according to their educational qualifications from the date they are awarded the graduation degree.

- For communal officials who have pursued education without being sent by the competent authority but have qualifications suitable for their positions, their salary shall be classified according to the new educational qualifications from the effective date of this Decree.
