Rights and Responsibilities of Teachers and Lecturers Participating in Inclusive Education

Recently, the Ministry of Education and Training issued Circular 03/2018/TT-BGDDT regulating inclusive education for persons with disabilities. The document takes effect from March 16, 2018.

The rights and responsibilities of teachers and lecturers participating in inclusive education are stipulated in Circular 03 as follows:

Concerning responsibilities: Teachers and lecturers participating in inclusive education, besides performing the tasks as per the regulations for educators, must also perform the following duties:

- Respect and uphold the rights of persons with disabilities.- Maintain the confidentiality of information regarding the disability status of individuals with disabilities and their families.- Coordinate with support staff for the education of persons with disabilities and the families of those with disabilities to develop individual education plans for students with disabilities; organize educational activities, and assess educational outcomes according to the individual education plans of persons with disabilities.- Identify and propose solutions to address issues that arise during the implementation of inclusive education.- Advise persons with disabilities and their families about support services, early intervention, inclusive education, and vocational orientation suitable to the abilities and needs of persons with disabilities.- Coordinate with colleagues, families, and related organizations and individuals to build a welcoming and inclusive educational environment for persons with disabilities.- Continuously self-improve, innovate methods, and learn from experiences to enhance the effectiveness of inclusive education.

Concerning rights: In addition to the rights as per regulations for educators, teachers and lecturers participating in inclusive education are entitled to the following:

- Receive training and professional development to enhance their expertise in inclusive education.- Visit and learn from inclusive education experiences.- Be rewarded for outstanding achievements in inclusive education.- Enjoy preferential policies in inclusive education as per current regulations.
