On October 10, 2014, the Minister of Science and Technology agreed to issue Circular 26/2014/TT-BKHCN, detailing the implementation of Decision 19/2014/QD-TTg on the application of the Quality Management System according to the national standard TCVN ISO 9001:2008 in the activities of agencies and organizations within the state administrative system.
Rights and obligations of consulting organizations and independent consulting experts are detailed in Circular 26/2014/TT-BKHCN. To be specific:
- They have the right to provide consulting for the development of Quality Management Systems to agencies upon request;- They are allowed to collect consulting fees according to mutual agreements and the general provisions of the Ministry of Finance;- Consulting organizations are only permitted to assign experts who have been issued consultant cards to perform consulting tasks for developing Quality Management Systems for agencies;- Consulting experts must present their consultant cards when conducting consultations for developing Quality Management Systems at agencies;- They must fully carry out consulting activities for the development of Quality Management Systems for agencies according to the general regulations of the Directorate for Standards, Metrology, and Quality on the basis of:
- Provisions in Article 3 of [Decision 19/2014/QD-TTg](https://lawnet.vn/vb/quyet-dinh-19-2014-qd-ttg-quan-ly-chat-luong-tcvn-iso-9001-2008-he-thong-hanh-chinh-nha-nuoc-36584.html) and Article 4 of Circular 26;- The framework model of Quality Management Systems published by the Ministry of Science and Technology for each type of local agency and the framework model of Quality Management Systems published by various Ministries and sectors for agencies organized according to a vertical structure;
- The consulting process at agencies must adhere to the agreed and signed consultancy schedule and timeline.- ...
