Review and Evaluation of the Implementation of the Plan to Support Children Affected by HIV/AIDS

Circular 09/2018/TT-BLDTBXH guiding the process of assisting children affected by HIV/AIDS was issued on August 28, 2018. This Circular specifically stipulates the responsibility for reviewing and evaluating after implementing the assistance plan for children affected by HIV/AIDS of the managers and caregivers of children.

To be specific, according to the provisions of Article 9 of Circular 09/2018/TT-BLDTBXH, the managers and assistants of children affected by HIV/AIDS are responsible for monitoring and evaluating the implementation of the assistance plan for children affected by HIV/AIDS according to the following contents:

- Results of assisting children affected by HIV/AIDS;- The degree to which the needs of children affected by HIV/AIDS are met;- The appropriateness of services provided to children affected by HIV/AIDS;- Services that have been referred or connected;- Identification of existing or newly arising issues.

Based on the evaluation results of the assistance process for children affected by HIV/AIDS, the managers and assistants of these children are responsible for proposing the termination of the assistance in cases specified in Clause 3, Article 9 of Circular 09/2018/TT-BLDTBXH or formulating a supplementary assistance plan and continuing the assistance process, submitting it to the Chairman of the commune-level People's Committee or the Director of the child protection service facility, social assistance facility for decision.

The assistance process for children affected by HIV/AIDS will be terminated in the following cases:

- Objectives have been achieved;- The child relocates out of the service area;- The child and the child’s family no longer desire assistance services;- Other reasons.

The managers and assistants of children affected by HIV/AIDS are responsible for reporting to competent authorities to organize meetings with sectors, unions, the child’s family, and the child’s caregivers to agree on the termination of assistance, submitting it to the Chairman of the commune-level People's Committee or the Director of the child protection service facility, social assistance facility to sign the minutes terminating the assistance for the child.
