Responsibility for Technical Management in the National Database on Public Assets

According to Circular 67, the technical management of the National Database on Public Assets is the responsibility of the Ministry of Finance and relevant agencies, specifically:

1. The Ministry of Finance is responsible for:

- Managing, operating, and ensuring the technical infrastructure for the seamless operation of the system;- Ensuring the security and safety of technical, storage, and confidentiality aspects of the National Database located at the Ministry of Finance;- Providing guidance on handling technical issues arising during the use of the National Database; promptly and accurately sharing information about asset data for agencies, organizations, and units to effectively exploit and use; securing the shared information; guiding and supporting units in implementing connections; interpreting and clarifying content related to the documents of the National Database upon request; updating documents and notifying relevant parties when there are changes in connection information;- Developing technical infrastructure, building, and upgrading the National Database to meet the changes in technology and business requirements;- Ensuring the accuracy of QHNS code and DKTS code ready to meet synchronization requirements to the National Database;- Aggregating the demand for issuing, changing, and revoking digital certificates to be sent to the Government Cipher Committee; and handing over digital certificates to administrative officers.

2. The Information Technology Management Agency of the Ministry, central agencies, Provincial People's Committees, and cities directly under the Central Government are responsible for:

- Ensuring the operating conditions of the National Database as stipulated in Article 4 of Circular 67;- Implementing the connection regulations stipulated in Circular 67 and related legal provisions;- Complying with the technical documents of the National Database when building information systems and implementing connections;- Reporting and reflecting the connection and exploitation status of the National Database to the Ministry of Finance.

Circular 67/2018/TT-BTC takes effect from September 1, 2018.
