Responsibilities of the People's Committees at All Levels Regarding Inclusive Education for Persons with Disabilities

The Ministry of Education and Training has just issued Circular No. 03/2018/TT-BGDDT stipulating regulations on inclusive education for persons with disabilities.

People's Committees at all levels are responsible for inclusive education for people with disabilities as follows:

- For the Provincial and Municipal People's Committees directly under the Central Government:

- Implement the planning system for support centers for the development of inclusive education to meet the needs of early intervention and inclusive education in the locality;- Strictly implement policies on inclusive education as prescribed, promulgate local policies on inclusive education;- Direct the implementation of programs, plans, and development plans for inclusive education in the locality;- Ensure the budget and minimum conditions for physical facilities, means, equipment, teaching aids, and toys to meet the requirements of care, early intervention, and inclusive education;- Train and foster a team of teachers, lecturers, and staff to meet the quality requirements of inclusive education in the locality;- Direct the district-level People's Committees to ensure the minimum conditions to meet the requirements of inclusive education in the locality;- Mobilize resources from the community, organizations, and individuals domestically and internationally to support the implementation of inclusive education in the locality. Direct the departments and sectors to cooperate with the education sector to investigate, detect, early intervene, and effectively implement inclusive education in the locality;- Inspect the implementation of regulations on inclusive education in the locality.

- For the District, Town, and Provincial City People's Committees:

- Direct the Department of Education and Training, and commune-level People's Committees (hereinafter collectively referred to as commune level) to effectively implement inclusive education policies under the direction of the Provincial People's Committee;- Motivate and organize, creating conditions for people with disabilities to study inclusively in educational institutions;- Direct the implementation of programs, plans, and development plans for inclusive education in the locality. Organize and inspect the implementation of regulations on inclusive education in the locality.

- The commune-level People's Committees direct the departments to cooperate with educational institutions in the area to investigate, detect, early intervene, and effectively implement inclusive education in the locality.
