Decree 24/2015/ND-CP stipulates detailed regulations and measures for the implementation of certain provisions of the Law on Inland Waterway Traffic and the Law on amendments to and supplementation of certain provisions of the Law on Inland Waterway Traffic issued on February 27, 2015.
Responsibilities of Inland Waterway Port Authority in Receiving Foreign Watercraft (Illustration)
Decree 24/2015/ND-CP stipulates that the inland waterway port authority is responsible for organizing and coordinating activities between state specialized management agencies at the inland waterway port permitted to receive foreign watercraft, including:
- Presiding over and coordinating the management activities between specialized state management agencies at the inland waterway port permitted to receive foreign watercraft;- Organizing and presiding over conferences and meetings with specialized state management agencies or with relevant agencies, organizations, and enterprises at the inland waterway port area to uniformly address issues arising in inland waterway activities within the port area permitted to receive foreign watercraft under their management;- Requesting other specialized state management agencies at the inland waterway port permitted to receive foreign watercraft to promptly notify the results of procedures and measures to resolve arising issues; requesting port enterprises, ship owners, captains of vessels, and other relevant agencies and organizations to provide data and information on inland waterway activities at the inland waterway port permitted to receive foreign watercraft;- Proposing to the Chairman of the Provincial People's Committee in the area to promptly resolve issues within the authority of the Provincial People's Committee related to specialized state management activities at the inland waterway port permitted to receive foreign watercraft.
Furthermore, other specialized state management agencies at the inland waterway port permitted to receive foreign watercraft are responsible for:
- Closely coordinating to promptly and legally resolve procedures related to vessels, goods, passengers, and crew when operating at the inland waterway port permitted to receive foreign watercraft as stipulated in this Decree and other relevant legal provisions;- Promptly notifying the Inland Waterway Port Authority of the results of procedures related to vessels, goods, crew, and passengers when operating at the inland waterway port permitted to receive foreign watercraft;- Immediately notifying the Inland Waterway Port Authority for coordination to promptly resolve issues arising after receiving and processing information from the Inland Waterway Port Authority or ship owners.
