Responsibilities of Provincial People's Committees in Managing Rehabilitation Centers

In 2018, Circular 25/2018/TT-BLDTBXH was issued by the Ministry of Labor, Invalids and Social Affairs to guide the functions, tasks, organizational structure, job positions, and staffing norms of public drug rehabilitation centers. This document replaces Joint Circular 21/2008/TTLT-BLDTBXH-BNV.

According to the new regulations, to effectively implement State regulations on the management of detoxification facilities, the Provincial People's Committee has the following responsibilities:

- Define the functions, duties, organizational structure, job positions, and staffing numbers of public drug rehabilitation facilities;- Direct relevant departments, agencies, and branches to formulate plans, ensure resources, submit to the Provincial People's Committee and the Provincial People’s Council for review and decision; conduct inspection, supervision, and periodic reporting;- Develop a plan to reorganize drug rehabilitation facilities according to the schedule until the end of 2020. During the reorganization process, the number of vice heads of organizations and units due to mergers and consolidation may exceed the regulation, but there must be solutions to adjust and reorganize.
