This content is specifically stipulated in Circular 05/2016/TT-BGTVT issued by the Ministry of Transport on April 4, 2016, to announce the maritime boundaries within An Giang province.
Accordingly, Circular 05 stipulates that the An Giang Maritime Administration is responsible for:
- Performing duties and exercising powers as prescribed by the Vietnam Maritime Code and relevant legal regulations concerning maritime activities in the water areas of sea ports within An Giang province;- Based on the actual situation regarding weather, waves, water draft, and the load capacity of ships, designating specific locations for ships to anchor, transship, and shelter from storms in the waters according to regulations, ensuring maritime safety, maritime security, and environmental pollution prevention;- Informing the Can Tho Maritime Administration of the name, nationality, main technical parameters, and necessary information of the ships entering or leaving the sea ports within An Giang province at least 2 hours before the ships reach the water areas within the jurisdiction of Can Tho city;- Informing the Can Tho Maritime Administration about ships bound for sea ports in An Giang province but needing to anchor and shelter from storms in the water areas within Can Tho city's jurisdiction at least 2 hours before the ships reach the water areas within the jurisdiction of Can Tho city.
In addition, Circular 05 also stipulates the responsibilities of related parties concerning the An Giang Maritime Administration as follows:
- The Can Tho Maritime Administration is responsible: based on the actual situation regarding weather, waves, water draft, and the load capacity of ships entering or leaving the sea ports within An Giang province, to designate specific locations for ships to receive and drop off pilots, undergo quarantine, anchor, and shelter from storms; no later than 1 hour from receiving notification from the An Giang Maritime Administration, the Can Tho Maritime Administration must confirm back to the An Giang Maritime Administration.- The Inland Waterway Administration Region IV is responsible: organizing the implementation of specialized state management at inland waterway ports and wharves (excluding river-crossing passenger terminals) within the water areas of sea ports in An Giang province.
