The Minister of Education and Training has just signed and promulgated Circular 19/2019/TT-BGDDT issuing the Regulations on Continuous Training for Teachers, Administrators of Preschool Education Institutions, General Education Institutions, and Teachers of Continuous Education Centers.
According to Circular 19/2019/TT-BGDDT, the Continuous Professional Development (CPD) program for teachers and managers of preschool institutions, general education institutions, and continuous education centers aims to provide training as per job position requirements; provide mandatory annual knowledge and professional skills training for teachers and managers; serve as a basis for management, direction, organization of training, and self-training to enhance the professional qualities and capacities of teachers and managers; enhance the responsiveness of teachers and managers according to job position requirements; meet the developmental needs of preschool education, general education, continuous education, and professional standards requirements.

The development of CPD materials must meet the following requirements:
- CPD materials must be developed in accordance with the training requirements of teachers and managers according to professional standards, job positions, and the need to innovate and improve the quality of teaching and education consistent with the training plan and human resource development needs of preschool institutions, general education institutions, continuous education centers, localities, and sectors;- Developed materials must ensure a combination of theory and practice, knowledge and experience with practical skills;- Developed materials must be consistent with the CPD Program and the regulations contained within this Regulation;- CPD materials must be organized in accordance with the type of CPD organization:
- Intensive CPD materials: These are organized, developed, and published in the form of publications, audio tapes, video tapes, and other information storage devices as prescribed by the CPD Program and the regulations in this Regulation.
- Distance CPD materials: These are developed in the form of learning materials (image recordings, audio, short film segments; radio programs, television programs; printed books, teaching and learning guides with computer assistance; online exercises and remote discussions, teleconferences; virtual exercises, simulation and real-life exercises or other suitable learning materials) to ensure that the content and requirements of the CPD Program are fully delivered, allowing learners to self-study and self-train as prescribed in this Regulation.
- Blended CPD materials: These combine intensive CPD materials and distance CPD materials.
Notably, educational institutions carrying out CPD tasks are responsible for organizing the development and appraisal of CPD materials. Teachers and managers use CPD materials developed by educational institutions tasked with CPD or may utilize other suitable materials.
