- Be assigned to preside over or coordinate the implementation of investment projects for the production of key, essential, priority, and spearhead products or product groups of the Ministry, sector, and locality;- Have legal personality, sufficient capacity in terms of facilities, finance, human resources, capability to deploy, coordinate research, and apply the results of the Science and Technology Project into production;- Be committed in writing by the agency or organization presiding over the project to provide investment funds, apply the results of the Science and Technology Project, and be responsible for applying and transferring the results of the Science and Technology Project into the investment production project.

Furthermore, Circular 18 also stipulates that the head of the Science and Technology Project must be the leader of the organization presiding over the Science and Technology Project, and must have sufficient time and capability to organize the implementation of the Science and Technology Project. In special cases, this is decided by the Minister of Science and Technology.
