On November 28, 2018, the Government of Vietnam issued Decree 159/2018/ND-CP to specifically stipulate the requirements for construction work and the disposal of dredged materials.
According to Decree 159, the investor, investor in dredging projects in sea port waters and inland waterway areas are responsible for organizing the supervision of construction activities and disposing of dredged material from the start to the end of the dredging operation, including but not limited to the following contents:
- Closely supervise dredging construction vehicles to ensure construction is within the scope and design of the project;- Closely supervise vehicles transporting and disposing of dredged material, the journey of the vehicles, and the dumping of the dredged material at sea at the location approved by the competent authority;- Organize inspections and supervision of the installation and maintenance of the dredging monitoring system, and manage the data of the dredging monitoring system, which is connected to the monitoring system of the competent authority to meet the management, inspection, monitoring, and data retrieval requirements when requested by the competent authority;- Supervise dredging construction ensuring safety, environmental protection, and other requirements according to legal regulations.
At the same time, Decree 159 also stipulates the requirements for the dredging monitoring system which includes:
- The dredging monitoring system installed on construction vehicles: AIS device to automatically provide information about the construction location of the vehicle;- The dredging monitoring system installed on vehicles transporting and disposing of dredged material: AIS device providing information about the movement of the vehicle; camera devices providing images of the dredged material storage compartment from the time of receiving the dredged material, throughout the journey to the dumping location, starting to dump until the completion of dredging at the designated location;- The dredging monitoring system must be installed in a suitable, fixed position on construction vehicles, and vehicles carrying dredged material, facilitating the recording and storing of complete data and images, taking measures to prevent data tampering such as seals, and ensuring continuous and stable operation throughout the construction period.
Dredging construction vehicles must meet environmental protection requirements and prevent spillage of dredged material during construction and transportation.
