Circular 21/2018/TT-BVHTTDL was issued by the Ministry of Culture, Sports, and Tourism on April 5, 2018, specifying the required facilities for the sport of scuba diving.
Accordingly, Circular 21 prescribes the necessary facilities for the scuba diving subject as follows:
- The scuba diving area must have a complete system of buoys and signs, positioned in accordance with the coordinates on the nautical chart. Buoys and signs must have colors that contrast with the water and environmental landscape for easy observation.- There must be inland watercraft for transporting divers, instructors, lifeguards, and equipment for recreational sport diving.- There must be an area for gathering and anchoring inland watercraft.- There must be changing rooms, storage rooms, showers, and sanitation areas for divers; a first aid kit as prescribed by the Ministry of Health.- There must be a log book for divers that includes the main contents: Full name, identity card number or citizen identification card number, health status of the diver, address, and contact phone number for emergencies.- There must be a scuba diving regulations board with main contents: Training hours, prohibited participants, attire during participation, and safety measures.
