This is one of the principles for implementing reporting policies on criminal investigation as stipulated in Decree 128/2017/ND-CP.

Report on criminal investigation must ensure the implementation of the following 04 principles:

Comply with the Penal Code, Criminal Procedure Code, Law on Organization of Criminal Investigation Agencies, and regulations in Decree 128.
Ensure honesty, objectivity, accuracy, completeness, speed, and promptly.
Perform correctly according to functions, tasks, and authorities.
Drafting, issuing, managing, exploiting, and using reports on criminal investigation must be consistent with the purpose, conformable to the law on State secret protection and the policies on documentation and archival.

Additionally, the report must be made in writing, signed and named by the authorized person signing the report, and stamped with the issued seal as per the regulations attached to the electronic data file.
