Regulations on Classification and Cleaning of Scrap Materials

According to Circular 08, the classification and cleaning of scrap are carried out as follows:

- Imported iron and steel scrap includes one or several separate batches of iron and steel scrap that have been individually classified according to each HS code listed in the List of Scrap Permitted for Import from Foreign Countries for Production Materials issued by the Prime Minister of the Government of Vietnam;- Imported iron and steel scrap in loose form or bound in bundles; compressed into blocks, lumps, or packed into bales and cakes;- Each batch of imported iron and steel scrap must be separately arranged within the shipment or import container to facilitate inspection at the inspection registration site in accordance with legal provisions;- In each batch of imported iron and steel scrap, it is allowed to contain a quantity of iron and steel scrap with different HS codes (listed in the List of Iron and Steel Scrap Permitted for Import) compared to the declared HS code in the import documents. The percentage of iron and steel scrap with different HS codes must not exceed 20% of the total weight of the imported iron and steel scrap batch;- Particularly, imported iron and steel scrap must be cleared of substances, materials, and goods prohibited from importation according to the regulations of Vietnamese law and international treaties to which the Socialist Republic of Vietnam is a member.
