Circular 41/2010/TT-BGDDT on the Charter of Primary Schools was issued on December 30, 2010. Notably, the Charter issued with Circular 41 includes regulations on prohibited acts in primary education activities.
Specifically, according to the instructions in Article 38 of Circular 41/2010/TT-BGDDT, to improve educational outcomes, primary school teachers are prohibited from performing the following acts:
- Insulting the honor and dignity, and infringing upon the physical body of students and colleagues;- Distorting educational content; teaching incorrect content and knowledge; teaching not aligned with the viewpoints and policies of the Communist Party and the State of Vietnam;- Deliberately misassessing the learning and training results of students;- Forcing students to take extra lessons for monetary gain;- Drinking alcohol, beer, smoking during educational activities at school, using mobile phones while teaching in class;- Skipping classes, arbitrarily cutting or shortening the educational program.
Any teachers who commit the above-mentioned violations as per the regulations will be dealt with according to the nature and severity of the violation.
Besides, this regulation also specifies that primary school students are prohibited from performing the following acts to ensure effective teaching and learning:
- Disrespectful behavior, insulting the dignity and honor, infringing upon the physical body of others;- Cheating in learning and examinations;- Disrupting security and order in schools and public places.
Students who commit faults in the process of learning and training may be subject to the following measures depending on the severity of the violation:
- Reminder and criticism;- Notification to the family.
