Provision of Data from Journey Monitoring Devices Categorized into Two Types

Circular 09/2015/TT-BGTVT stipulates the provision, management, and use of data from vehicle journey monitoring devices issued by the Ministry of Transport on April 15, 2015.

Circular 09/2015/TT-BGTVT stipulates that the provision of data from the journey monitoring device of automobiles (hereinafter referred to as the journey monitoring device) is divided into 02 types, including identification data and journey monitoring data. Specifically:

- Identification data includes: the name of the transport business unit; the name of the Department of Transport (which issues the transport business license); car number plate; vehicle load (number of passengers or freight volume allowed to participate in traffic); type of business. This identification data must be linked with the journey monitoring data.

- Journey monitoring data must be continuously updated with information including: driver's license number; speed, time, coordinates of the vehicle.

Some other regulations on the provision of data from the journey monitoring device of automobiles are as follows:

- Data from the journey monitoring device must be transmitted to the service server at a frequency of no more than 30 seconds per transmission when the car is running and no more than 15 minutes per transmission when the car is stopped (when the car stops to rest during the journey, waiting for a turn at bus stations for fixed routes).

- The data must be complete according to the structure specified in Appendix 1 of this Circular and ensure the following requirements:

- Data from the journey monitoring device must be transmitted to the server of the Directorate for Roads of Vietnam within no more than 02 minutes from the time the service server receives the data;- Data from the journey monitoring device transmitted through the service server to the server of the Directorate for Roads of Vietnam must be in chronological order. In case of interrupted transmission, both old and current data may be simultaneously sent when the transmission resumes;- Data transmission protocol follows the open standard AMQP (Advanced Message Queuing Protocol). Message format follows the Protocol Buffers standard.

- The service server and the server of the Directorate for Roads of Vietnam participating in the transmission and reception of data from the journey monitoring device must be synchronized with the national standard time according to the NTP (Network Time Protocol) standard.

- The data provided must be promptly, accurately, and must not be edited or altered before or during transmission.
