Providing Opinions for the Police to Decide Through Which Forms?

At Circular 15/2020/TT-BCA, regulations are set based on the characteristics, nature, and content of opinions to be provided for the Police Department’s decision. Agencies, organizations, and individuals may apply one, several, or all of the following forms of providing opinions:

- By sending letters or applications to the Police Department.

- Via telephone, hotline, email, suggestion boxes.

- Through the official websites of the Police Department.

- In meetings at the place of residence (including: neighborhood groups, hamlets, villages, sub-districts, etc.); workplace, or study environment.

- Through sociological investigations.

- Via citizen reception activities of the Police Department.

- Other appropriate forms.

Additionally, the Circular specifies the matters on which agencies, organizations, and individuals are allowed to provide opinions for the Police Department's decisions, specifically including:

- Regulations of mass organizations participating in ensuring security and order in residential areas.

- The demeanor and attitude of officers and soldiers in administrative management of social order.

- Proposals for commendation and rewards for groups and individuals performing well.

- Administrative procedure reforms, suitable timing and locations for citizen reception.

- Measures and solutions to enhance the effectiveness of administrative management on social order.

- Recommendations for handling violations of laws concerning administrative management of social order.
