The Minister of Health has recently signed and promulgated Circular 38/2019/TT-BYT stipulating periodic reporting policies under the state management scope of the Ministry of Health.

According to regulations, before the effective date of the normative legal document stipulating policies on periodic reports, the unit presiding over the drafting of such documents is responsible for submitting it to the Ministry's Office for the Minister of Health to issue a Decision on the announcement and update of the list of periodic reports. Specifically, in Article 6 of Circular 38/2019/TT-BYT, the procedure for announcing policies on periodic reports under the State management of the Ministry of Health is regulated as follows:
- Within 05 working days from the date of receipt of the document from the unit presiding over the drafting of the normative legal document stipulating policies on periodic reports, the Ministry's Office is responsible for submitting it to the Minister of Health or the Deputy Minister of Health authorized by the Minister to issue a Decision on the announcement and update of the list of periodic reports.
- Within 07 working days from the date the Ministry's Office submits, the Minister of Health or the Deputy Minister of Health authorized by the Minister signs the Decision on the announcement and update of the list of periodic reports.
- Within 03 working days from the date the Minister of Health signs the Decision on the announcement and update of the list of periodic reports, the Ministry's Office is responsible for posting the announcement on the Ministry of Health's electronic portal.
The content of the Decision on the announcement and update of the list includes: The name of the report, entities performing the report, the recipient agency of the report, the frequency of reporting, and the document stipulating the reporting policies.
