Promoting Study and Implementation of Ho Chi Minh's Ethical Example

The study and adherence to the moral example of Ho Chi Minh still have limitations, have not become regular actions, and have not become the self-consciousness of many party organizations, agencies, localities, units, and a section of cadres and party members. To overcome this situation, according to Directive 05, the Politburo requests Party committees, Party organizations, authorities, and socio-political organizations at all levels to thoroughly grasp and effectively implement the following contents:

- Continue to make the entire Communist Party, the entire people, and the entire army increasingly deeply aware of the great value of Ho Chi Minh's ideology, morality, and style; making such ideology, morality, and style truly the solid spiritual foundation of social life, building Vietnamese culture and people, turning the study and adherence to Ho Chi Minh's ideology, morality, and style into a voluntary, regular duty of the entire Communist Party and the entire people.- Organize study, dissemination, and extensive, regular, continuous, and systematic propaganda in many rich and lively forms of the main contents of Ho Chi Minh's ideology, morality, and style throughout the entire Communist Party, the entire people, and the entire army. These include his thoughts on national liberation, class liberation; national independence, human rights; unwavering loyalty to the revolution; diligence, thrift, integrity, public-mindedness, selflessness, etc.

- Integrate the study and adherence to Ho Chi Minh's ideology, morality, and style into the programs and action plans implementing the resolutions of the Twelfth National Congress of the Communist Party, the Party committees and the regular activities content of the cell, associated with mass movements, patriotic emulation movements, the implementation of political tasks, and addressing pressing and prominent issues in each locality, agency, and unit; associated with the building and development of Vietnamese culture and people, building cultural values ​​and ethical standards for Vietnamese people in the period of accelerating industrialization, modernization, and international integration. The results achieved are one of the criteria for evaluating and classifying the Party members and Party organizations;- Follow the motto: "above first, below later; inside first, outside later; learning goes hand in hand with action," focusing on adherence through specific actions and deeds. Develop, summarize, and replicate advanced examples of following Ho Chi Minh's ideology, morality, and style, combining "building" with "fighting." Strengthen the inspection and supervision of the implementation of the study and adherence to Ho Chi Minh's ideology, morality, and style, linking it with the assessment and comments on cadres, party members, officials, and public employees annually and throughout the term;- Compile programs and curricula on Ho Chi Minh's ideology, morality, and style to teach in the national education system and at political academies, training and fostering schools for cadres at all levels, ensuring appropriateness for each educational level and training requirement.
