Procedure for Receiving and Processing Dossier of Registration for Unit Code in Relation to the Budget

1. Upon receiving the registration dossier for the State Treasury Account Number (STAN), the Financial Authority shall check the validity of the dossier.

- If the STAN registration dossier is complete and valid, an Acknowledgment of Receipt for the STAN registration dossier shall be made according to Form No. 09-MSNS-BTC in the Appendix attached to this Circular and sent to the applicant.- If the dossier is valid but incomplete, the Financial Authority shall still accept the dossier and request the unit to supplement the dossier within 10 (ten) working days from the date of receipt. If the dossier is invalid, the Financial Authority shall return the dossier and guide the unit to complete the dossier for re-submission.

2. After issuing the Acknowledgment of Receipt for the STAN registration dossier, the Financial Authority shall fully and accurately enter the information in the STAN registration dossier and digitalize the documents in the STAN registration dossier into the STAN Issuance Software.

3. Each unit upon completing the submission of the STAN registration dossier shall be provided by the Financial Authority with a Login Account on the Online Public Service System to look up information about the status of receipt, dossier processing, and the result of the STAN issuance. The login account shall be automatically sent via the email address and mobile phone message of the representative of the unit submitting the STAN registration dossier.

4. In cases where the unit registering for the STAN does not have a network system to receive the electronic STAN Certificate, the Financial Authority shall support by printing the electronic STAN Certificate to send to the unit at the place of dossier receipt or send via postal service to the unit.
