On January 22, 2013, the Minister of Science and Technology signed and issued Circular 02/2013/TT-BKHCN stipulating the acceptance and evaluation of projects under the Program to Support the Application and Transfer of Scientific and Technological Advances for the Development of the Rural and Mountainous Economy in the 2011-2015 period.
Currently, the acceptance and evaluation of Central-level managed projects and local-level authorized managed projects under the Program for Supporting the Application and Transfer of Scientific and Technological Advances for Rural and Mountainous Socio-economic Development 2011 – 2015 (hereinafter referred to as the Rural and Mountainous Program) are conducted based on principles of transparency, objectivity, scientific integrity, and compliance with legal regulations.

According to Article 2 of Circular 02/2013/TT-BKHCN, the evaluation of project acceptance under the Rural and Mountainous Program is conducted in the following two steps:
Step 1: Evaluating the results of the project's model implementation, which involves appraising and confirming the results achieved compared to the content and criteria of the approved models in the project proposal; the organization, management, and implementation methods of the model; the use of budgetary support and the mobilization of matching funds; the socio-economic and environmental efficiency of the model; and the ability to maintain, develop, and expand the model implemented at the project site.
The evaluation of the model implementation results must be conducted for all projects under the Rural and Mountainous Program.
Step 2: Evaluating the project's acceptance, which involves appraising and confirming the results achieved compared to the project's execution contract (in which the project proposal and other related legal documents form part of the contract) after the contract has ended.
The evaluation of the acceptance of locally authorized managed projects is conducted through the Science and Technology Council established by the Provincial People's Committee or authorized by the Department of Science and Technology.
The evaluation of the acceptance of centrally managed projects is conducted at two levels: provincial and national:
- Provincial Level: conducted according to Clause 3 of this Article;- National Level: the national-level project acceptance evaluation is conducted through the Science and Technology Council established by the Minister of Science and Technology (hereinafter referred to as the National Acceptance Council).
At least 07 days before conducting the acceptance evaluation, the Department of Science and Technology where the project is implemented (for provincial-level acceptance) and the Office of the Rural and Mountainous Program (for national-level acceptance) must post the following information on their official website:
- General information about the project: host institution, technology transfer institution, objectives, content, and products of the project;- Anticipated time and location for the acceptance evaluation.
