- Organizations and individuals compiling textbooks register and submit textbook drafts to the publisher that meets the conditions stipulated in Clause 1, Article 18 of Circular 33/2017/TT-BGDDT;- The publisher organizes the editing, and completion of the textbook sample; cooperates with organizations and individuals compiling textbooks to organize the trial of textbooks;- The Ministry of Education and Training organizes the appraisal of the textbook sample according to the provisions of Chapter IV Circular 33/2017/TT-BGDDT;- The publisher with textbooks that have been appraised cooperates with organizations and individuals compiling textbooks to complete the textbook sample after appraisal;- The Minister of Education and Training approves and authorizes the use of the textbooks.

2. Textbook Editing Process

- During use, textbooks may be edited;- The process for editing textbooks is carried out like the textbook compilation process mentioned above, except for the provision regarding the trial of textbooks. The case for organizing the trial of edited textbooks is decided by the Minister of Education and Training.
