This is the content mentioned in the Law on People's Health Protection 1989 passed by the 8th National Assembly, 5th session on June 30, 1989.
The law stipulates that the following groups are given priority in medical examination and treatment:
- Elderly people;- War invalids and sick soldiers;- People with disabilities.
For women and children, the law provides health protection regulations as follows:
For Women:
- Women have the right to abort or terminate pregnancy as per their wishes, receive gynecological medical examination and treatment, have health monitoring during pregnancy, and receive medical services when giving birth at medical facilities. However, medical facilities and individuals are strictly prohibited from performing abortion, pregnancy termination, and intrauterine device (IUD) removal procedures without a license issued by the Ministry of Health or the Department of Health;
- Organizations and individuals employing female workers must comply with regulations on health protection for women, ensure policies for pregnant women, childbirth, child-rearing, and apply family planning measures.
- It is strictly prohibited to employ female workers in heavy and hazardous jobs.
For Children:
- Children are managed health-wise by local health agencies, receive immunizations to prevent illnesses and epidemics, and have medical examinations and treatment;
- Parents and caregivers are responsible for adhering to regulations on health check-ups and immunizations as scheduled by local health agencies, taking care of children when they are ill, and complying with physicians' decisions in medical examination and treatment for children.
- For disabled children, the Ministry of Health, Ministry of Labor – Invalids and Social Affairs, and the Ministry of Education are responsible for organizing care and applying rehabilitation measures for children with disabilities.
