Principles of Operation and Responsibilities of the Council for the Implementation of Science and Technology Tasks

Circular 08 stipulates the working principles of the Council as follows:

- The council meeting must be organized no later than 15 working days from the date the dossier is confirmed as valid (according to the date recorded in the Minutes of Dossier Opening for National-Level Science and Technology Task Selection, directly assigned to the organization and individual in charge);- At least two-thirds of the Council members must be present, including the chairman or the authorized vice-chairman and 02 reviewers;- The Chairman of the Council presides over the Council meetings. In case the Chairman of the Council is absent, the Vice-Chairman of the Council is authorized in writing to preside over the meeting (Power of Attorney from the Chairman of the Council according to Form B2-7-GUQ of Appendix II issued together with this Circular).

In addition, Circular 08 addresses the responsibilities of the Council members as follows:

- Evaluate honestly, objectively, and fairly; bear individual responsibility for their evaluation results and collective responsibility for the Council's overall conclusion. Council members, participating guests, and the administrative secretary are responsible for keeping confidential information related to the dossier evaluation process for selection and direct assignment;- Study and analyze each content and information declared in the dossier; comment on, evaluate each dossier according to defined requirements; write evaluation comments and explanations for their evaluation;

Note that, if necessary, the Council may propose that the Ministry, sector, or localities establish an inspection team for the practical check of the physical-technical facilities, human resources, and financial capacity of the organization or individual registering to lead the national-level scientific and technological tasks.
