Decree 24/2015/ND-CP stipulates detailed regulations and measures for the implementation of certain provisions of the Law on Inland Waterway Traffic and the Law on amendments to and supplementation of certain provisions of the Law on Inland Waterway Traffic issued on February 27, 2015.

Decree 24/2015/ND-CP stipulates the principles for coordinating the management activities at inland waterway ports permitted to receive foreign watercraft, including:
- Specialized state management agencies at inland waterway ports permitted to receive foreign watercraft must perform their duties in accordance with the law, without causing inconvenience or affecting the normal operations of inland waterway port businesses, ship owners, cargo owners, watercraft, and other organizations or individuals within the port area. The Inland Waterway Port Authority is responsible for presiding over and coordinating the activities among specialized state management agencies at inland waterway ports permitted to receive foreign watercraft.
- Specialized state management agencies at inland waterway ports permitted to receive foreign watercraft must closely cooperate with each other in performing their duties to facilitate the activities of port businesses, ship owners, cargo owners, watercraft, and other related organizations or individuals, ensuring that operations are safe and efficient.
- Issues arising related to the functions and duties of other specialized state management agencies must be discussed and resolved promptly and uniformly. In cases of disagreement, the Inland Waterway Port Authority must be promptly notified to resolve the matter in accordance with the law.
- When procedures are carried out on board vessels as stipulated or under other special circumstances decided by the Director of the Inland Waterway Port Authority, specialized state management agencies may form a task force led by a representative of the Inland Waterway Port Authority and include one person from each specialized state management agency. For passenger ships, in order to expedite procedures, state management agencies in charge of border guard and customs may assign additional personnel to the task force, but the number must be approved by the Director of the Inland Waterway Port Authority. If it is deemed unnecessary to board the foreign watercraft, specialized state management agencies may opt not to send personnel to the task force as stipulated in this Clause but must promptly notify the Inland Waterway Port Authority of their procedural resolution outcomes.
- In cases where issues arise that exceed the jurisdiction of any specialized state management agency, that agency must promptly report to their superior management agency for immediate resolution. When necessary, relevant Ministries and agencies are responsible for cooperating with the Ministry of Transport to resolve issues in accordance with regulations.
