The Ministry of National Defense has just issued Circular 09/2015/TT-BQP providing guidance on the implementation of policies on leadership position allowances and ensuring funding for the implementation of policies and regulations for seconded officers.

Principles for implementing the policies on leadership position allowances for seconded officers are stipulated as follows.

1. A seconded officer appointed to a leadership position shall receive the leadership position allowance specified for that position. If a person holds multiple leadership positions, only the highest leadership position allowance shall apply. A person assigned to take over a leadership position is also entitled to the leadership position allowance as per the equivalent position.

2. In case the seconded officer is appointed to a leadership position with a higher allowance than before the secondment, they shall receive the new leadership position allowance from the effective date of the appointment decision.

3. In case the seconded officer is assigned a lower leadership position than before the secondment, they shall retain the old leadership position allowance for 6 months and, from the 7th month onwards, receive the new leadership position allowance.

4. In case an officer who is receiving a leadership position allowance is seconded to a place where there is no leadership position allowance, they shall retain the old leadership position allowance for 6 months and cease receiving the leadership position allowance from the 7th month onwards.

Circular 09/2015/TT-BQP takes effect from April 20, 2015.
