Recently, Circular 12/2018/TT-BKHCN was promulgated by the Ministry of Science and Technology to regulate the development, signing, and management of international cooperation programs of the National Science and Technology Development Fund.
According to the regulations, the determination, administration, funding, and support of cooperation programs in Science and Technology (S&T) are conducted based on the following principles:
- Determining programs must align with the objectives stipulated in Article 3 of Circular 12 and the priority orientations, plans, and operational funds of the Fund.- The management of scientific and technological tasks and activities to enhance national scientific and technological capabilities within the programs follows the Fund's sponsorship and support principles.- The use and management of state budget funds provided by the Fund for the programs are carried out in accordance with Joint Circular 55/2015/TTLT-BTC-BKHCN, Joint Circular 27/2015/TTLT-BKHCN-BTC.- For programs to support scientific and technological tasks, the total funding provided by the Fund shall not exceed 60% of the total implementation cost of the program. In special cases, the Director of the Fund's Executive Agency may propose the Chairman of the Fund Administration Council to consider and decide.- For programs supporting activities to enhance national scientific and technological capabilities, the total funding that the Fund can support may be up to 100% of the total implementation cost of the program.
