Principles for Building the National Database on Prices

The pricing database is a compilation of documents and data information on the prices of assets, goods, services, and related information, constructed and systematically managed by central and local state management agencies on pricing. It is maintained in an organized manner to serve state management in the field of pricing and to provide pricing information as per the request of organizations and individuals according to legal regulations. The principles for constructing the National Database on Pricing are stipulated in Circular 142/2015/TT-BTC as follows:

1. Serve promptly state management on pricing, macroeconomic administration, and state price regulation; Publicly disclose information on prices in accordance with legal provisions.

2. The content of the information in the National Database on Prices must be regularly and fully updated and maintained.

3. All information and data must be verified, reviewed, evaluated, and appropriately categorized before being updated in the National Database on Prices.

4. The establishment of the National Database on Prices shall be executed based on the principles of coordination, information sharing, or information purchase by means of information purchase contracts, information supply contracts, and collaborator information supply contracts, including periodic and ad hoc reporting as prescribed by law.

5. The National Database on Prices must be tightly managed, ensuring information security, long-term information storage, and the protection of state secrets.

6. The National Database on Prices should be constructed in accordance with the national information system architecture, meeting the standards for databases, technical standards, and IT standards, as well as economic-technical norms.

7. Other principles follow the regulations on price databases of sectoral management Ministries, localities, organizations, and individuals involved in the establishment and connectivity of the National Database on Prices.
